Here's my idea for the NCAA Tournament.
Select 8 cities that host the games. They host every year BUT they use different venues for the stages in the tournament. Here would be the cities. This would be in 2012 (when the tournament has nothing scheduled), and they must have 3 venues that can be used for the tourney. They would use one (or two if no Final 4 stadium) for the pre-Sweet 16, one for the regional, and one for the Final 4 with exceptions.
Indianapolis-(Lucas Oil Stadium, Conseco Fieldhouse, Hinkle Fieldhouse). Hinkle is the greatest sports venue in the world. It's a shame it doesn't host anything. Conseco is perfect in every possible way. Lucas Oil will be a great place to have basketball with the new set up. Indianapolis has to have games because it's the home of the NCAA.
New York Region-(Madison Square Garden, Barclays Center, Prudential Center). No Final 4 would be played here, but they will have 3 quality arenas that give the tourney an East Coast look.
Philadelphia-(Wachovia Center, Wachovia Spectrum, Palestra). Two new arenas and one of the most historic college basketball courts in America.
Miami-(New Marlins Stadium, American Airlines Arena, Miami Arena). Give the tournament a Final 4 in the South plus two more big arenas.
Detroit-(Ford Field, Palace of Auburn Hills, Joe Louis Arena). Final 4 in Ford Field and two medium size arenas.
Phoenix Region-(U of Phoenix Stadium, US Airways Center, Chase Field). Biggest arenas. Two places that a Final 4 could be held at.
Atlanta-(Georgia Dome, Phillips Arena, Gwinett Center). Has 3 capable stadiums. Not many cities have that now.
Southern California-(Staples Center, Honda Center, Cox Arena). Meh. Big city needs some big events.
Atlanta, Phoenix, Detroit, Miami, and Indianapolis could all have a Final 4. This could provide more stability to the tournament and make it easier for people to buy tickets. This would have 2 teams in the Northeast-Atlantic region (New York, Philadelphia), 2 in the South (Miami, Atlanta), 2 in the Midwest (Detroit, Indianapolis), and 2 in the West (Los Angeles, Phoenix).

This is an interesting concept... I am still slightly confused as to the structure you seek... are all eight cities in play for that tournament year?

Bigalke is right; this is an interesting concept. I think he means that all 8 cities are in play for that tournament year every single year but I'm not positive.

The Spectrum's not new at all.
New Orleans would work for this, with the Arena, the Superdome, and Lakefront Arena (when repairs are complete).
Tampa would work with the Ice Palace, Tropicana Field, and the USF Sun Dome.
Portland could fake it with the Rose Garden and Memorial Coliseum.

The tourney would only be in those cities every year, and each court would be used for something.
Stauff and dyhard-I was thinking about Chicago, but Detroit had the big stadiums
hemo-Yeah, I was distracted by the Butler game. I don't know what I was thinking. It's new compared to some of the stadiums in this, though. I didn't pick New Orleans because 1. Miami has newer stadiums 2. Atlanta versus New Orleans-I chose it on which place I would rather travel to with a family. Atlanta is much better. Portland was a team I thought of along with Seattle. Tampa would be another good southern one.

good idea,but a final four should be played in the Prudential Center.The center is way bigger than the garden and is in an up an coming location that would greatly benefit from a final four
