This is based off of the system that i developed and incorporated myself. This is an actual 16 Team playoff that is determined the following way. The Top 5 Teams (for this first year i will use BCS standings before the Conference Championships). The other remaining 11 Teams are determined by game between the best 2 school from each conference. (This year if the two teams already played, i chose the winner of that game). Anyways, here it is, round 1!!!!!!

#6 Cincinnati (SEC) @ #3 USC (BCS #5)

EAST
#8 East Carolina (C-USA) @ #1 Alabama (BCS #1)
#5 Ball State (MAC) @ #4 Penn State (BIG TEN)
#6 Georgia (SEC) @ #3 Utah (M-WEST)
#7 Virginia Tech (ACC) @ #2 Florida (BCS #4)
Since we can't actually get these games in reality, i will be back in a couple days to declare the winners of each game and move forward to a true National Champion.

16 won't work, not the way you have it.
32 teams--16 from 1-A, 16 from 1-AA--works better. THAT way, you'll have a TRUE Division 1 champion. You seed it #1 from 1-A vs. #16 from 1-AA, and so forth...
But let's face it, we'll never see anything like what we've proposed in OUR lifetime.
