NFL minor league system

After hearing about the newly formed UFL i got to thinking why wouldn't the NFL have a minor league? Baseball and hockey both maintain decent minor leagues that develop talent and make money in smaller markets. And if the NHL and MLB can do it surely the NFL which has a much larger fan base could run a more profitable and more successful minor league than them. So to my idea. What if the NFL created a league say the American Football league or National Football Association and placed 15 or so teams in smaller market cities like say Omaha and Oklahoma City that have a huge interest in football. Then you do like they do in the MLB and NHL and have each team in the NFL become affiliated with a team in the minor league. Then you expand the draft say another 5 rounds and you have a money making way to develop talent. The season could run the same time as the NFL and play games on Tuesday nights to try to get some on ESPN2. This might even hurt the talent base in the CFL which might allow the NFL to expand into Toronto, Montreal and Vancouver. I feel like because of how big football is these teams could draw 20-30 thousand people and end up being a profitable business venture for the league.
