Well, first of all, who's Thomas Jay? I don't see a wikipedia page for a Thomas Jay, so it's definitely not him.
Second, here's how it works: the first clue is intentionally vague. I'll usually specify "former" or "current" in fields such as actor, basketball player, etc. to narrow it down just a little bit for you. Supreme Court Justice, I felt, was specific enough already; if I hypothetically specified "current" you'd have it narrowed down to 9 (and no, that's not saying that it IS current - I'm still leaving that a mystery until tomorrow, unless someone gets it). I will tell you that I didn't go into state supreme courts. It's someone from the US Supreme Court.
