Most likely (wholly speculative, based on "suspended, not suspecded" nature
1. Grade problems, given chance to make up missed tests or schoolwork. Don't scream sports favoritism - anyone in college classes with even a marginal excuse can go to their instructor and ask for chance to make up - had classmates who argued for partial credit for missed question on every test (why not). 1 player was allowed to make up the work, he other wasn't/didn't.
2. Rumored infraction - 1 didn't challenge or had some strong evidence against him, the other challenged and was shown innocent or with unsubstantiated evidence. This could be almost anything -drinking, "Mind Expansion", fights, criminal accusation, etc.
I tend to believe the 1st more because no details have come out. If was rumored criminal infraction, fights, drinking, etc. someone somewhere would have found out and reported to news.
Also had to be a breakig of team and not NCAA rules, 'cause someone in the NCAA office would have leaked it as well.
Don't underestimate loss of Clifford - against the spread OSU would have liked to have all CBs on hand.
