Question: Why does a pitcher get the loss in a game where he does not give up the winning run, whereas he only gets the win when the winning run is scored in the inning he pitched?

For example, in Monday's Dodger/Brewer game Kershaw got the loss even though he only gave up three runs and the Dodgers scored five. Therefore, in my mind the pitcher who gave up the winning run - Weaver - should've gotten the loss. Why not?
