Here was the list:

From 2009 and 2010 USC and PSU have gone down a bit, MICH and TENN down a lot. tOSU will soon go down a lot. Not sure if anyone has had it so rough that they need the boot from the top 10 (replace TENN with UF or LSU maybe). If ND can't break out into a BCS bowl under Kelly by 2013 they need to drop to 6th or 7th.
Forgot about FSU, another TENN replacement candidate.

I think Penn State (and maybe Stanford) are the only NCAAF teams to never have a major infraction.

They were the number one team in the WWII period. So it seems possible something unseemly may have occurred to get a player two. Fairly unlikely, but possible.

Seems it was more of an issue with Army Honor Code than NCAA rules.
