I'm walking through the BCS selection criteria to fill the spots. Obviously they are contingent upon teams winning, but the rationale is interesting:

BCS Championship
Pick 1: Florida/Alabama Winner. Assume Florida.
Pick 2: Texas

Rose Bowl
Pick 3: Ohio State
Pick 4: Oregon/Oregon State Winner. Assume Oregon.

Orange Bowl
Pick 5: ACC Champ: Georgia Tech/Clemson Winner. Assume Georgia Tech.

Sugar Bowl
The Sugar Bowl gets first replacement pick for SEC Champion if Florida/Alabama winner is #1.
Pick 6: Florida/Alabama Loser. Assume Alabama.
With a top 5 SEC team available, the Sugar takes them.

Fiesta Bowl
The Fiesta Bowl gets first replacement pick for B12 Champion if Texas is #1.
The Fiesta will probably pick from one of the automatic qualifiers: TCU, or Cincinatti/Pittsburgh Winner
Pick 7:TCU.
The Southwest flavor, undefeated team, and best ranking available.

The BCS selection order rotates every year to fill the at large spots. In 2010, the order is Orange, Fiesta, Sugar.

Orange Bowl: Facing Georgia Tech/Clemson Winner
The Orange will chose from top 14 qualifiers: Cincinnati/Pittsburgh Winner, Boise State, Iowa, Penn State, Oklahoma State (if defeats OU), and Virginia Tech. Let's face it VT is not getting picked).
Pick 8: Cincinatti/Pitt Winner
An undefeated Cincinnati gets snatched up here.

Sugar Bowl: Facing Alabama/Florida Loser.
The Sugar will chose from top 14 qualifiers: Cincinnati/Pittsburgh Loser, Boise State, Iowa, Penn State, Oklahoma State (if defeats OU), and Virginia Tech. (Let's face it VT is not getting picked).
Pick 9: Penn State.
The Sugar Bowl will NOT pick Boise State to play Alabama. It isn't fair, I know. Iowa is a more logical choice but....they will not miss the historical significance of the PSU-Alabama matchup from 1979.

Fiesta Bowl: Facing TCU
The Fiesta will pick last from Top 14 Qualifiers: Cincinnati/Pittsburgh Loser, Boise State, Iowa, Penn State, Oklahoma State (if defeats OU), and Virginia Tech. (Let's face it VT is not getting picked).
Pick 10: Oklahoma State. The Big 12 fans rejoice.
With PSU picked, Iowa no longer eligible. Cincy gets picked it they lose to Pittsburgh over a 2-loss Big 12 team. Boise State gets the shaft (ask Prove it).
