This is a copy of a document scrubbed by the ITF website which shows that one fourth of all scheduled out of competition drug tests were not performed.

Scroll to the "out of competition" section and look for entries that have a zero under all three headings (urine, blood, EPO).
Del Potro right before the U.S. Open has a missed test, as do the Williams sisters right before Wimbledon. Many other top players do as well.
