Actually, IMO, the majority of the time that the david's win, it is due to the goliath looking past them, or not giving them the proper respect.

Think you have it reversed. JMU, JSU, North Dakota, and South Dakota got taller, the cheesball programs that schedule I-AA got smaller.
On a somewhat related note the one school I expected to lose to a 1-AA team yesterday (WSU) actually took care of business. Go figure.

It would seem to carry at least some logic that a team that may not be able to win a game if they don't take care of business vs a 1-AA, would get up and focus all of their energy on that game.
The motivation any team carries toward a game cannot be discounted. I don't for a second believe that James Madison is in Boise's class or that Utah St. is head and shoulders above Fla. St, but someone who discounts team motivation might think so. It is also hard to be sufficiently motivated every week, hence the discussions about strength of schedule and the importance of it.

Motivation only goes so far. A lot has to do with scholarship limitations and the spread of a lot of coaching talent around.
