I think this is a great discussion question. I think it depends on how the tourny plays out. I don't know how the brackets line up, but if a series of upsets occur, I'm not prepared to rank Brett Rogers #1 because he beat Sergei Kharnitov, Andrei Arlovski, and Antonio Silva.
On the flip side, if Overeem is able to beat Werdum, Fedor, and then Barnett, I can't possibly fathom not ranking him number 1.
Elite and Strikeforce do not belong in the same sentence. That Tourney is a joke. Barnett is no good any more. Fedor is a shell of his former self. Arlovski can't take a punch. Brett Rogers and Overeem are just strikers, Overeem is the only one I would call elite these days. Werdum is only dangerous on the ground and the jury is still out on Antonio Silva. And Kharitonov is pretty good. To me this isn't a tourney. Your have their top 2 ranked guys fighting each other first. Which should pretty much settle the tourney right there. I wonder when they are actually going to give Daniel Cormier a good fight. He absolutely destroyed everyone he has faced so far. Here are the 1st rd fights and who I think will win:
Overeem vs Werdum = Overeem via 2nd rd TKO
Silva vs Fedor = Fedor via 2nd rd sub
Rogers vs Barnett = Barnett via UD
Kharitonov vs Arlovski = Kharitonov via 1st rd KO
Then what do they do put:
Kharitonov vs Overeem
Fedor vs Barnett
So we can finally see Fedor vs Barnett and Fedor vs Overeem?

Just looked at the Bracket for the first time. So Brett Rogers has a great chance to make it to the finals. All he has to really do is beat Barnett. Which is very possible as long as he doesn't let Barnett take him down consistently. Pretty sure he can KO Arlovski(again) and Kharitonov. Bracket should be:
Overeem vs Werdum
Kharitonov vs Arlovski
and
Fedor vs Silva
Barnett vs Rogers.
But again terrible match making by the people at SF

Brock would be the only one I could see. Mir isn't close to a shot at the title until he gets at least 1 or 2 more wins. Roy Nelson just got beat by JDS. Carwin is injured. That leaves Brock. I would like to see Jon Madsen get a shot at a legit fighter.

I agree, Overeen and Barnett (without seeing Barnett fight in SF) to me is the only Elite status fighter in HW that SF has while the rest are washed up.

Barnett is washed up too. It took him 3 rds of of full mount punches to make Gilbert Yvel tap out. I think he is still a very capable HW along with Fedor, who I think would destroy Werdum if they fought again. Like a said earlier I would like to see Daniel Cormier get a shot at top competition in SF.
