I don't think the NCAA can actually fire a coach. What they can do is umm, hint that the sanctions for the school will be less severe if the coach is gone.
The hints come via the allegations. The NCAA didn't accuse tOSU of the dreaded failure to monitor or lack of institutional control. So my guess is that the NCAA isn't after Tressel's scalp in this.
I think the sanctions from the NCAA will probably be the current penalties that tOSU has already given itself, plus a one year bowl ban (due to tOSU knowingly playing ineligible players in the Sugar Bowl). Firing Tressel probably won't change that.

What the NCAA can do is break out the "show cause". If Jim Tressel is tagged with a "show cause" infraction??, he will be forced to be terminated or OSU will suffer further punishment??.
A show-cause order is the harshest penalty the NCAA can impose against a coach. It requires any school that wants to employ the coach to petition the NCAA Committee on Infractions for permission to hire them until the duration of the penalty expires. Also, if I'm not mistaken, a coach who has a show cause is not allowed to recruit. That basically ends a career.

He told me the latest from the NCAA was GOOD NEWS. He said the people inside Woody Hayes Facility were happy the NCAA said no new information/facts have come to light during the investigation, and they (tOSU) feel the punishment against JT is acceptable (it was explained that the allegations are similar to Jim Calhoun and his 3 game suspension than to Bruce Pearl and his termination). Jim Tressel is not going to resign, and its unlikely tOSU is going to fire him (at least according to my buddy).
