Indy does need a team but I think It'll be the Indianopolis Racers instead. Why? The Racers where the WHL team gretzky played for before going to Edmonton and the WHL-NHL merger.
Indy would not have enough fan base to support a NHL hockey team.

I have always thought that Milwaukee would be an ideal location for an NHL team. The Wisconsin Badger hockey program has always drawn well, so why wouldn't an NHL team?

Yes but putting 2nd teams in Montreal Toronto and Vancouver would make more sense than Saskatoon & Halifax
