The question comes up, what is a Hall of Famer? Is player X a HoF? It does tend to come with a flippant answer. If you have to ask, then the answer is No. Yet if you only allowed unanimous first-year selections in, then Cooperstown would have less placards than the Royals have World Series pennants.
I like the NFL???s Process, for the most part, other than the fact it should have more people.

Here is how I would do the NBA HoF voting.
Each NBA city gets 1 print and 1 TV member (yes, LA gets 2) and add 40 at-large members (say 20 National Media and 20 Ex-players/coaches). Once a player has been retired 5 years, coach 10 or contributor been involved with the NBA 20 years, then they are eligible for the Hall. The voters get a ballot, and they can vote for as many as they want. Persons getting 50 or more votes move to round 2. Then one of the voters can make a presentation for that person, and a vote is made, persons getting over 75 become finalists. Anyone getting less than 40 are removed from the ballot permanently, people can be on the ballot a max of 10 years. Coaches/Contributors getting over 80 go into the Hall. As for players, there is a specific number that get into the Hall. The highest vote receivers make the Hall. In case of a tie, there is a ???runoff??? between the two players, in case of a tie, again. The president of the NBAPA makes the tie-breaker.

So how many make the Hall?

Just by the numbers.

There are 450 jobs in the NBA, and the average lifespan is around 4.7. So you have a rollover about every 10 years.
The next question is what is superlative? An A in class is 90/93 depending on your school, all-NBA is 3 teams of 5, an All-Star is 24. In other words, the ratio of All-NBA to ???regular NBAer is 30 to 1, First Team is 90 to 1. The All-Star ratio is 1 to 18.75 what should the HoFer ratio be? 50 to 1? 100 to 1? If we use 50 to 1, then on any given year- 9 players can be considered playing at a HOF level. Is that accurate?
Who is playing at a HoF level right now?
LeBron
Durant
Wade
Kobe
Paul
Howard
Kevin Love
- all can be considered, if this is their ???normal??? year- and they did it for 7 years- they would be a HoF, correct?
Ok so you can say if those 8 are playing at a HOF level, I don???t think Westbrook is, and Rose is out too much (last year, swap Rose for Love and you still are at 8.)
Is HoF at 8 to 1 a good margin? That???s 5 years at 1st team and 3 at Second Team All-Nba level.
I can live with a 56.25 to 1 HoF ratio. In every 3 Draft Classes, we have 2 HoFers come in the League. We have a MAX of 3, but in years where there are less than 3, the ???slot??? rolls over, so we might have 4 or even 5 in a class.

I???m 38. I???ve been watching the NBA since 1980. I go back to the days of tape delay (and short shorts) I cannot break down Cowens vs Mourning as defenders, I can break down Dumars vs Redd as players. I can think how Vlade vs Kaman would have gone. How Shaq vs Wilt? No idea. Zeke vs Rose? I can break that down. (Zeke kills him on defense, but Rose can post him all day), So lets say my ???era??? is 1981-Present that I can legit state whom is better than Whom.

Just for Fun (and Simplicity) Lets go by Draft Class. Start with 1981. (Bob Ryan and Jack Ramsey can fill in the gaps earlier)

Keep in mind the Naismith uses ALL Basketball ??? Why Ralph Samson is getting in, where this is NBA only.

I???m going to look at 2 years, and put them on a ballot, and whom I would vote for. (Links to Wiki Page)

I don???t see any other player getting double digit votes (Maybe Fat Lever and Craig Hodges) The Only ones that make MY personal Ballot are

Aquirre, Thomas, Nance, Worthy, Wilkins and Eaton. I think Blackman might also get the 50 votes to move to Round 2. A person from the body makes a presentation to the voters. And then we vote again.

I???m voting for Aquirre, Thomas, Worthy as my Three. I???ll come back to ???Nique vs Aquirre in a bit.

Thomas HAS to be in the High-90s so He???s in the Hall.

Worthy is in the low-80s. Making the Hall but barely.

The issue is the Third slot. Aquirre might get to the high 60s. Nique might make the mid-70s mark, but I bet ???Nique get the higher total, and even though it took him 2 year to get into the Naismith, he also has to wait this year.

So we have 2 members to the Hall, Zeke and Big Game James. Plus we move a slot for next year.
