What gives Stern the right to turn anyone away from entering the NBA draft?

Yahoo posted this report, where Titus declared eligibility for the NBA draft, only to have the NBA contact Ohio State and demand that he remove his name from the list. I looked at the eligibility requirements on the NBAPA website and didn't see anything that would give them the right to demand this. If I am wrong on this, let me know; but this seems like Stern has overstepped his boundaries.
