Atlanta is "choke city". think of all those seasons the Braves were top of the standings. Only ONCE did they win the World Series. The Falcons? Had talent and did little. The Hawks--Dominique Wilkens couldn't bring anything home, and the Thrashers........need I say more?
Philadelphia is a pretty poor city. The Eagles have never won a Super Bowl, the Phillies have won twice despite going to the World Series twice, the Flyers have won 2 cups despite going to the championships 8 times, and the 76ers have won 2 with 5 trips. For a major sports market, to only have 6 championships between four teams is pretty weak.
EDIT: The phillies have 6 pennants, made a typo above saying 2. The fans of Philly have a lot of reasons to be bitter with the way their pro sports teams have failed them.
I have to include san diego in this one the padres and chargers have all sorts of talent but never live up to expectations
