In order for that evenb to be considered, you would have to have a better league in concacaf.

You can say what you want about the # of teams in S America's Lebertadores. but those countries with a lot of teams, also have in soccer as the #1 sport in their countries.
Teams from concacaf are always very much lower, as mkost of their countries, soccer is not #1 sport.

So to do that, you will really be doing nothing to improve libertadores, and only helping develope the concacaf teams.

Not a very good point here.
