The picture appeared in the British tabloid <em>News of the World</em> over the weekend and made international headlines. Phelps apologized Sunday, calling his actions "inappropriate."</p> <p>But <strong>Leon Lott</strong>, sheriff of Richland County, isn't satisfied.</p> <blockquote> <p>"This case is no different than any other case," Lott said Monday. "This one might be a lot easier since we have photographs of someone using drugs and a partial confession.
