I have no idea who tyrone the titan is, but i'm gonna say Joe Johnson. Here's why:
Johnson is actually in the nba. He single handedly made the Boson series close. He averaged 21 points per game and he is their most valuable player. This is hard to argue since I don't know Tyrone the titan.
I thought about Horford, but it's to early in his career.

tyrone titan is my frind who play in street ball in my playground he bst player in our hood, he even got trophy for playin wi t the and one team when they came to atlanta he is great he can jump relly hihg and does those awsom dunk moves and plays . only ba part is he smoke weed but he is still bet than joe jonshon one on one.

He may be the best player in your "hood", but he doesn't face half of the competition that Johnson does. Johnson constantly plays some of the best defenses in the country and still scores about 21 points per game. And saying that he has awesome moves and dunks isn't much of an arguement. Guess what? Johnson has awesome shots and he plays in the NBA! Joe Johnson plays in the NBA and doesn't get an award for it, so the and one award doesn't seem too impressive. Smokin weed can really mess a guy's life up.
Exactly how high can he jump?

Bottom line is that NBA players are way better than street ballers hands down. Even if he can put his elbow over the rim. Dwight Howard and a bunch of other players in the NBA can do that too. Nothin else to argue
