The Tennessee Titans had an absolutely disgusting draft in 2008. Their picks:

R1P24: Chris Johnson, RB
R2P54: Jason Jones, DE
R3P85: Craig Stevens, TE
R4P103: William Hayes, DL
R4P126: Lavelle Hawkins, WR
R4P134: Stanford Keglar, OLB
R7P229: Cary Williams, CB

Not that strong. Going into the draft, NFL.com had their needs listed as RB, WR, OL, and DL. They drafted all of those except for OL. But that doesn't mean they did a good job drafting those positions.

The Titans already have LenDale White and Chris Henry (not that one) as high draft picks in the last few drafts. So what do they do? They draft Chris Johnson, another RB, in the first round of the draft, with ALL of the wide receivers still left on the board. They need WRs for Vince Young, not RBs. Even in the second round, Dexter Jackson, Early Doucet, and Earl Bennett were all available, even though they would have been somewhat of reaches. All those guys are still better than Lavelle Hawkins. The Titans added one new WR to their team, something that will not help.

This is the biggest flaw in their draft. There are more flaws than just this one, but I figure that this could get us started.

I guess I have to go with the San Francisco 49ers.

R1 (29): Kentwan Balmer, DE
R2 (39): Chilo Rachal, OG
R3 (75): Reggie Smith, DB
R4 (107): Cody Wallace, OL
R6 (174): Josh Morgan, WR
R7 (214): Larry Grant, OLB

The NFL.com needs were listed as WR, OL, DL, and CB, and it claims all of these holes were filled.

The biggest need for the 49ers was the WR spot, and they passed on several big names early, with two picks in the top 40, where there were a total of THREE receivers taken. They had a shot at guys like Limas Sweed, James Hardy, DeSean Jackson, Malcolm Kelly, and passed on every single one to draft a DE who had one good season at UNC and a good but not great guard. Yes, he was the best offensive lineman available at the time, and the offensive line is awful, but they had a chance at a big play wide receiver that they so desperately need and didn't get...They even had a shot at Early Doucet in the 3rd round...

The 49ers got what they needed, but at a consderably lower overall total value than what they could've gotten. They settled for lower tier guys at one position when they could've loaded up at others...

vote right already, why waste a dime of cap room or a pick on a WR when the QB cant throw a catchable pass on a 10 yrd slant?
