He's actually a human-alien hybrid who's space pod got diverted when it hit a meteor and came down here as a baby, was raised by two old people who died quickly, the govt. then took him and made him a superweapon but years later he escaped to start playing baseball where he was able to focus his alien powers of anti-gravity and super boost arm strength .

Actually I just found a new report, it seems he is the ilegitamate child of Chuck Norris and Linda Hamilton (aka Sarah Conner) , his raw strength has been nurtured into something that turns baseballs into rockets
