Ok, first of all, very subjective topic. What qualifies an owner as "worst." I would say that an owner who offers his team up for contraction, is worth over 3.1 Billion dollars but refuses to increase payroll and tries to sell his team at every opportunity qualifies Carl Pohlad as "worst owner in Baseball."
First, know this about Carl Pohlad. The man is maybe the most miserly person on the planet. Everything he has ever owned he has sold. He was CEO and President at Bank Shares, Inc before selling it to Wells Fargo for a cool 1 Billion dollars. Made a ton of money through Pepsi Cola, before selling off everything. I guess we should have expected no different in baseball.
Lets start with the proposed contraction of 2001, with all the teams concidered for contraction, Pohlad was the only owner to approach Bud Selig and willingly offer his team up for contraction...As long as he pay an above market value for the team. Continuing in his miserly ways, he also tried to sell his team to a North Carolina businessman in 1997.
Payroll- Minnesota Twins Payroll for 2008, roughly 56 Million. Out of 30 teams it was 25th. Revenue- 149 Million.

While I can emapthize with fans of the Twins, I have to say they DO NOT have the worst owner in MLB. That dubious distinction belongs to Bob Nutting and the Nutting family of the Pittsburgh Pirates. They were a major backer of Kevin McClatchy and it is no secrect that they have run the team for many years.
You know the Pirates, the team that holds the record for most consecutive losing seasons by a major professional sports team. 16 in a row, they haven't had a winning season since 1992! At least the Twins compete, win and make the playoffs.
The Pirates are a "cash cow" for the owners who, b/c of revenue sharing, make a profit before the first game is even played.
I don't know where you got the "roughly 56 million" statistic from, but both ESPN and Wikipedia show the same numbers.

Minnesota 62,182,767 24th (not 25th)
Pittsburgh 49,365,283 27th

Lets look a little deeper and include the average salaries per player on opening day.
Minnesota 2,487,311
Pittsburgh 1,898,665
Clearly the Twins ownership spends much more.

Wow...never saw that Forfeited Turn coming. You know, nothing quite serves to strengthen your position as well...Nothing!
In the last 7 years, the Twins have had 6 winning seasons and won 4 Division Championships. And you're complaining? Well excuse me Mr. Want your cake and eat it too.
In that same time frame, the Pirates' BEST season was 75-87, 12 games under .500 for a .463 winning%! Now that SUCKS! All the while ownership here tells us it will get better and pretends to not be cheating the fans out of their money.

I would be remiss if I didn't add that your Throwdown skills are worse than the on the field skills of the 2001 Pirates. A .383 winning% probably looks pretty damn good to you right now.

I see that statement held as much force behind it as Libyan leader Muammar al-Gaddafi's infamous "Line Of Death" threat to the U.S. in 1986. "Cross this line and You Die!" Oh, you crossed it? "Well then, Cross THIS line and You Die!" Oh, you crossed it again? Well...I think you get the picture. You sir capitulated faster than the French at the first sound of gunfire.
2 forfeited turns in a TD of one's own creation after such an assertive stance is wholly unsatisfying...kind of like how your girlfriend must feel after a "Special night" with you. I mean honestly, it's like visiting the petting zoo the day after Pitt Panther had a fifth of Jack Daniels and free reign the night before...it makes one shudder.
In closing, I think back to a line from the Shawshank Redemption spoken by Ellis Boyd "Red" Redding, played by Morgan Freeman...adding my own twist to it of course. "Challenge me? It's just a bullshlt threat. So you go on and forfeit your turn, sonny, and stop wasting my time. Because to tell you the truth, I don't give a ****."
