I go the Steiners..
I know they are an underdog in this battle..

They are one of only two tag teams to win the WWF World Tag Team Championship, the WCW World Tag Team Championship and the IWGP Tag Team Championship in professional wrestling history (the other being the Dudley Boyz/Team 3D) and the only team to achieve that before WCW was purchased by the WWF.

Steiners were 2x WWF/E Tag Team Champs just like the Road Warriors..

Rick and Scott Steiner both went on to greatness in the single's ranks. The Dog face won the U.S title in WCW and SCott won a couple HW titles in WCW
The Steiners have the Legion of Doom beat on Longevitiy in the ring.. LEgion of Doom would bounce around from promotions because of $$$.. When it boils down to it.. The Steiners might not have had the pop and electricity like the Road Warriors... but they were in ring techincians.. Above average skill set for a Wrestler.. They played to the crowd by more than pop and talk..

You said it, I didn't
If you take out the "pop and electricity" out of wrestling, then you take out the VAST majority of what most people love about wrestling.
You take out Hulk Hogan, Roddy Piper, Dusty Rhodes, Foley and to a certain extent the Rock and the big stage of Austin.
Much as I would love to see every Wrestlemania headlined by Jericho, Flair, The Dynamite Kid, Angle, Benoit Christopher Daniels and Steamboat for the past 20 years- its just not what some people like.
There is a REASON the Warriors went all over the country- THEY SOLD OUT THE ARENAS
They may not have been able to do a frankensteiner (well we know Animal couldn't) but the Steiners couldn't have HEADLINED the GAB, or Co-mained Starrcade.
Besides,
Scott Seiner looked a HECKUVA lot more like a Roid- er Road Warrior when he won those titles.
