This fight would probably not happen because both guys train together and said they would not fight. But we've heard this before from many fighters and we've seen what happened.
Having said that, my selection is Rory MacDonald.
IMO Rory is the next big thing in the UFC. At 22 years of age he has a huge ceiling and has improved in every fight he's been in. He has very good standup, strong wrestling, and some of the most vicious ground and pound I've ever seen. He also has a good submission game. He has shown no holes in his game.
His only loss is to the interim WW champion, Carlos Condit. But, anyone who saw that fight knows Rory was on his way to a decision win when the ref abruptly stopped the fight with 7 seconds left. With a decent ref, Rory is 14-0 with a win over Condit.
GSP is able to expose most fighters because he is so well rounded. Can't wrestle? GSP takes you down and pummels you. Mediocre standup? GSP keeps it standing and jabs you to death.
Well Rory is the most well rounded fighter to take on GSP in the 170 division. He has all the tools to compete with GSP, and the man is a killer. He has the best chance to defeat GSP in the 170 division.

As you said Carlos Condit has beaten Rory already, a win is a win, and has the upper hand by getting the first crack to unplant GSP. It would be awfully hard for Rory to beat GSP first if Condit already has.
Condit is already the interim WW champion so its not like his win over Rory was a fluke he is a damn good fighter. While GSP has been rehabbing Condit has just been getting more and more ready for this fight.
Carlos is a much more experienced fighter having a total of 33 fights under his belt. He came up in the WEC and held their welterweight belt for a some time until the organization was bought out by the UFC..
Condit has yet to be knocked out in his career and has nearly as many submission wins and he does KO's. So he as well is quite well rounded.
I feel like Condit and Rory's chances are about the same. The only difference is Carlos should get the first fight.

I won't get into how the Rory-Carlos fight unfolded because it has nothing to do with how a fight by either guy would go down with GSP. Lets just say I thought Rory was jobbed.
To me Rory would cause GSP more problems than Carlos would. One of the major reasons why is wrestling. Condit has mediocre wrestling and takedown defense. The former makes the fight for GSP easier. GSP has no fear of being taken down by Condit, thus he can focus more on Condit's striking game.
If at any time GSP feels threatened on the feet, he will simply take Carlos down and hold him there with his strength advantage.
And this is how I believe the fight between both guys will go down. GSP will either win a relatively easy decision or late round TKO over Condit when they fight.
Rory on the other hand has very good wrestling and would be a tougher match for Georges. He also has great fight IQ and spars with GSP everyday at Tristar so he knows the ins and outs of GSP.
Rory MacDonald is the next champion in the WW division, but don't just take my word for it. Here it is straight out of the horses mouth. Go to the 3 min mark.

I kind of have the opposite feeling on what you think.
I don't think great wrestling is what is needed to beat GSP. I feel like you'll be playing into his hand if you try to outwrestle him. Instead solid enough wrestling but a better striker is what is needed to stop GSP. Not trying to beat GSP in what he is best at.
And jobbed or not the fight was only 3 rounds if it was a 5 round fight you could make the argument Condit was just getting started having an impressive third while Rory slowed down. If i'm not mistaken either one of these fights would be 5 rounds so to me that also works in Condits favor.
Condit has been ready for GSP for quite some time while GSP recovers for injury. He is more than ready for this fight and since he has known his opponent for some time he has had time to do his homework and will come in with a great fighting game plan and while do whatis needed to outstrike GSP for the decision. If Rory was in Condits posistion of next to go against GSP i'd be more inclined to side with you but Condit has that chance.
I'm not arguing Rory won't be a future champ but to me the belt is going to need to go through Condit for Rory to take it.

I don't necessarily think one needs great offensive wrestling to beat GSP, but one does need to possess very good defensive wrestling. And this is the major hole in Condit's game GSP will exploit.
This is why I think Rory would be a tougher challenge, because he has very good overall wrestling.
I don't believe in MMA math so what happened in the Rory-Condit fight would have no bearing on a fight with GSP, but lets remember Rory was a 21 year old kid in his 2nd UFC fight when he fought Condit. He has improved drastically since then and moved his camp to Tristar with GSP and some of the best fighters in the world.
Condit has had time to mentally prepare for GSP, but don't forget that GSP probably has the best fight IQ in the business. His gameplans are second to none. He's also know as one of the hardest workers in MMA, so we know he'll be as strong as ever when he meets Condit.
Having said all of that, MMA fights are all about matchups. Rory matches up better because he has the wrestling to dictate, very good striking and sub game, and has a killer instinct. He also trains with GSP so if anyone has done their homework on GSP its Rory.
Rory is the man to beat GSP.

Rory's so damn young and the division is so stacked that I don't know if he'll even get a shot at GSP (and since they are friends and training partners, those guys might not push for it either).
GSP has 3 or 4 legit name vets to take care of when he gets back (Condit, Diaz, Ellenberger, Hendricks...)
Anderson Silva has the same deal (Sonnen 2, Hendo 2?, Lombard, Bisping?, whoever...). We'd all love to see Silva fight Bones or some other LHWs but I'm getting the impression, that's not how he wants to close out his career.
So now we're at about summer 2014. Silva will be nearing 40 and both guys will be looking for a pre-retirement megabucks payout by facing each other rather than face guys with very little PPV appeal (eg. Mike Munoz, Yushin Okami, Martin Kampmann types).
(((I realize Spider's an "easy-win attempt" answer for this TD though.)))
Rory could still take over the WW division but GSP may have already abandoned by then.
Condit-Rory 2 has huge potential and is easy to market given how the first fight went and how they've both continued to improve since then.
Rory-Nick Diaz will also be great (I wonder if Rory can ragdoll Nick the way he did to Nate).
