I gotta go with Kerry Von Erich. Yeah, he did GREAT for the promotion in TEXAS, and he had the classic fight wtih Flair. He was a "GREAT" in Texas, but on a grand scheme of things, he had just got his feet wet with Vince. The Texas Tornado came and beat Perfect in under a minute, blew it away for the I_C strap. Kerry Von Erich was on to major major things. You could tell the script would be easy to go along with him, i Mean for God Sake he was a legend in the longhorn st..
Go ahead with Eddie Guererro, he won a heavyweight strap for Vince "up north". Like I've stated, the Texas Tornado didn't have enough time unfortunately to blow the roof off.

Started before Vader, got a huge HUGE run at Survivor series
Had a monster look
Great size.
Pretty good on the Mic
Yet- did squat in the WWF, even after the LT bout. Barely got a shot at the Macho Man for the IC strap.
Bam Bam looked awesome, didn't even need the smoking helmet.
To your guy, I'm not sure UW was all he could be and more. Sting was definately the better half of that duo.

Rick Martel..
I think Vince screwed the guy with the "Model" gimmick.
He had a hell of a career in AWA, I believe.
Martel late in his career had classic battles with Booker T, in frkn WCW.
This guy put in time in the business.
There wasn't a flaw, but damn, he didn't reach the heavyweight title ranks in the big big promotions.
Rick Martel, broke up with strikeforce, then went mid-carder 4-life, all he need was a PUSH from the writers.

Hey Peachy, it would have been too funny had you picked Hulk Hogan as your third, your reasoning being he needed better hair.
Considering the current state of FN, you still got this easily enough.
Anywho, I don't think the Model had much more potential than he realized. Unless by untapped potential you mean "born in Newark"
As for my third. I'm just going with someone that was miscast by his trainer. Miswritten by multiple bookers and taken away from us too soon.

How is he NOT an all time great? He's arguably the 2nd most well known wrestler of his era. He had the championship belt for like 10 years straight.
