Paul Smith is set to become this year's "Jay Cutler." He has the mobility, the arm, and the ability to play at the NFL level, yet has flown largely under the radar due to the fact that he plays for Tulsa. Smith is on pace for a 4,400+ yard season, 36 TDs, and has a better than 2-1 TD to INT ratio. Smith also averages better than 10 yards per attempt.
Someone may attempt the sub-par competition card, but let me nix that here, Smith statistics against Oklahoma were consistent with his averages for the year (22-32 [68%] for 350 2 passing TDs and another TD on the ground.
Yet is Smith even on anyone's top QB list? I reassert that he is the most underrated NCAA QB in division 1.

Ok, I'll bite. But I may not be able to finish until tomorrow. Sorry dude. I am probably taking the wrong one here, but I will go with Graham Harrell from Texas Tech. I know he is a system QB but he is the best QB Tech has had in years. His predecessors all had double digit interceptions. His TD-INT ratio is 3-1 (31 - 3). He has a better rating, better accuracy, fewer INT, and more TDs and yards than Smith. Yet who has mentioned his name in any all American or Heisman talk? Nobody has that is worth anything. I would also argue that his is not surrounded with any more talent that Smith. Yes, he is in a good system, but considering he is having a better season than all of the generally accepted Heisman candidates yet he is not even a blip on the radar, he is the most under-rated QB. My second choice would have been Chase Holbrook, but he has missed some games to injury.

Harrell isn't underrated at all. He is on everyone's list (rightfully so), and all over the news based on his statistical production. But lets look at the obvious here...when is the last time you heard Paul Smith's name on ESPN? Have you ever? Probably not.

Harrell is a part of a system that is proven to put up superior statistics (though he is doing it much better than his predecessors), Smith's offensive coordinator Gus Mahlzahn couldn't get any of the Arkansas quarterbacks to put up remotely near the numbers that Smith has this year.
I saw a comment below about the competition Smith has played, and legitimate defenses. I guess "Peavy Fan" thinks Oklahoma no longer has legitimate defense.

I don't know which Heisman list you are looking at but here are a few:

OK, one ESPN link has him number 5 but this does not put on everybody's list as you put it.
USA Today does not have Harell either, nor does the Boston Globe. Let's check with SI - nope, nothing of relevance related to the chase.
The reason Smith is not on anyone's list is, well, he's not really a top QB. He ranks 46th in completion %, tied for 7th in TDs (OK not bad). He's not even in the top 50 for least number of INTs thrown.
Granted, he is OK in some categories such as 5th in yards and 7th in rating.
The only real D he has faced is OU. He should have much better stats if he was truly an elite QB who is just under-rated.
Harrell will probably get drafted in one of the late rounds as a backup, but I don't see Smith going anywhere but as an undrafted free agent. He's just not a top tier QB, sorry. He may be a bit under-rated, but not the most under-rated.

I'm not looking at a Heisman list, neither Smith nor Harrell will get a sniff there...and it isn't what this TD is about. This TD has nothing to do with the Heisman.
Smith played as well as anyone, if not better against Oklahoma, and his stats against them were consistent with his season averages. It isn't Smith's fault that he plays for the D1 school with the smallest enrollment
Harrell will surprise you as a day one pick, Smith will be a day two pick (currently that's where I have each anyway).

Sorry, Harrell is still more under-rated. If Smith was all that, why did Tulsa lose 62-21 to the only decent team they played? I'm not saying he's a bad QB; he is a decent QB playing in a smaller conference. Tulsa hasn't exactly been blowing people away and Conference USA is not as competitive as it has been in the past. So, if he was an elite QB, then he should be putting up monster numbers which he is not. I don't hold anything against QBs from smaller conferences; there are a bunch in the NFL right now having success.
I will admit that he is under-rated somewhat, but not the most. I would say that there are 4 that are better overall quarterbacks and more under-rated: Harrell, Chase Daniel (who put up a good fight against OU), Matt Ryan, and Chase Holbrook. I would put Smith at 5 as far as being under-rated. I know he is being hurt by his conference, but my point is that top tier QBs can get recognition but they have to be a top tier QB, which Smith is not.

Tulsa lost to Oklahoma 62-21, because Oklahoma put up 62 points on Tulsa's defense...Tulsa's defense isn't good and has lost them two games, their offense is actually quite good.
You list Graham Harell, Chase Daniel, Matt Ryan, and Chase Holbrook. Out of those four the only one I would say is underrated is Holbrook. Ryan Daniel and Harrell are all over television and very highly touted. they are all listed as top ten QB's by most publications.
Ah well, I'll lose this one on the name recognition of the Texas Tech QB...since ESPN says he's underrated he must be...right??

Interestingly enough, in that link you supplied above if you click the Heisman watch link, Matt ryan is listed as the #1 person on the list...which also features BOTH Harrell and Daniel, prominently....

To be considered underrated, a QB must be good. To people living in Tulsa he may be all that with a bag of Fritos playing against small schools, but to the rest of the world he is not very impressive. Plus his stats don't even put him in the top 10. You should have picked a better QB.

I don't live in Tulsa, and his stats ARE in the top ten. He's #5 in total passing yardage, #4 in passing ypg (ahead of everyone but Harrell that you named in that category), and his QB rating is better than everyone in the country not named Sam Bradford, Graham Harrell, and Brian Brohm (yes that includes having a better rating than the likes of Andre' Woodson, and all the supposedly underated Qbs you mentioned above like Matt Ryan and Chase Daniel).
You are obviously no fan of college football. His stats put him at #4 in almost every passing category.
And if you're going to tell me that Texas Tech's schedule so far has been that much harder than Tulsa's, I'll put up a throw down that derides your obvious lack of knowledge of college football.
