my first pick is easy...
Mr. Perfect captured the I-C title in a tournament for the gold. Mr. Perfect defeated Tito Santana in the finals, he's on my profile image up top. lmao Mr. Perfect got the strap after it was vacated by the Ultimate Warrior. The Ultimate Warrior beat Hogan for the WWF WORLD title @ WM6, therefore the belt was up in the air when Perfect won his I-C tourney
I think he won the U.S. strap in WCW, could be wrong, but it wasn't as nearly as significant as when Curt Hennig held the I-C strap in WWF. When Mr. Perfect held the belt, Vince was stacked with talent. Late eighties, early 90's.
Here's some salt in the wounds for all ya'll "Hitman" fans.. Hopefully you're one, PGH fan.
"Perfect held the Intercontinental Title until August 1991, when a broken tailbone and buldged discs forced him to drop the belt to Bret Hart at SummerSlam".. I knew Hart's career was fixed up. j/k
Unfortunately Mr. Perfect got walloped by Kerry Von Erich, the Texas Tornado. But, Mr. Perfect fit the mold, and the gum throwing and towel tossing, were simply, PERFECT.

My first pick is Pedro Morales.
Pedro first won the title on 21 Apr 1980 defeating Ken Patera. Pedro was the 3rd man to hold the IC title. He held the title another time when he defeated Don Miracle in Nov of 1981.
For whatever reason to me Pedro holding the IC title and trading it with tbe Hawaiian Don Miracle made the title seem more an international title. But hey what did I know at 12. It was also made more important when both Pedro and Don went on to win the Heavyweight title after losing the IC belt. That established the IC belt as a stepping stone on the way to the HW title and made the IC champ the #1 contender for the HW belt.
Pedro elevated the IC title so that the holder was considered the #1 contender to the HW belt which made tbe IC belt mean something. Too bad that hasn't continued to today.
Elavating the importance of the IC title makes Pedro one of the top 3 IC Champs in my book.

The infamous ladder match @ WrestleMania 10!
Razor fought the likes of Shane "Dean" Douglas, Diesel, the "model" Rick Martel, Goldust, Jeff Jarrett, 1-2-3 Kid Sean Waltman and shawn michaels, while holding the I-C strap.
The Razor's edge was priceless, and he got a HUGE pop.
Can't forget about the "Bad Guy". He's #7 on WWE.com's list of all time great IC champions.

RVD had held the IC title 6 times. He won it 3 times in '02, 2 times in '03 and 1 time in '06. He's also a ECW Champion; ECW Television Champion; ECW Tag Team Champion; WWE Champion; World Tag Team Champion; WWE Tag Team Champion; European Champion; Hardcore Champion; and a Money in the Bank winner (2006). He's also won the X Division title in TNA and I believe their HW title too Hhe held the ECW TV title for 700 days and never lost it but had to give it up due to injury.
He's a fan favorite wherever he wrestles due to his unique move set and superior flexibility. He's taken high flying to a whole new level in wrestling.
He used his Money in the Bank win to Challenge John Cena for the WWE title and won it at the ECW - One Night Stand PPV in 2006. He was the first man to hold both the WWE and ECW HW titles at the same.
RVD returned to the WWE recently and challenged Del Rio for the World HW title at last Sunday's Night of Champions PPV. RVD came up just short of winning the title. But I have a feeling he's not done with Del Rio just yet.
