01:08 PM ET 05.23 | Conference USA will replace the ACC as a representative at the Military Bowl. It's unclear at this point which slot in the Conference USA bowl lineup will go to the Military Bowl, but they will face an at-large team going forward. The game will be played from now on at Navy's Memorial Field in Annapolis, rather than at RFK in Washington, DC. The next edition of the six year old bowl game will be played on Dec. 27, 2013.

12:58 PM ET 05.23 | Wide receiver Ivan McCartney has returned to the West Virginia football team. McCartney left the team back in November for personal reasons, but some think that it was over a lack of playing time. However, with both Tavon Austin and Stedman Bailey in the NFL, the opportunity for playing time is open for the taking. McCartney had nine catches for 112 yards in 2012 before leaving the team, and was the Mountaineers' third leading receiver in 2011, catching 49 balls for 585 yards.

Harwell has quietly been one of the country's most productive receivers over the past few years, but was dismissed from the school following an arrest in March. It's not known at this point whether Harwell will be eligible to play for Charlie Weis' Jayhawks in 2013, but if he is, he would immediately become their biggest playmaking threat.

12:36 PM ET 05.23 | Former Penn State quarterback Steven Bench has found his new home, and will transfer to USF. Bench left Penn State in the spring after losing out to JUCO transfer Tyler Ferguson for the starting job, and the Georgia native chose USF over Mississippi State and NC State. He should be able to play right away for the Bulls, who were in desperate need for a quarterback. "I want to get my face in the playbook and get ready to go," Bench said. "Coach [Willie] Taggart is a real confident guy. He will play anybody anywhere anytime."
