06:43 AM ET 07.06 | The Division I Recruiting and Athletics Personnel Issues Cabinet committee has proposed NCAA legislation to bar early verbal offers of financial aid to students in all sports until July 1 before their senior year. That will end the practice of schools routinely sending out scholarship offers to junior football players right after the February signing day for seniors.

What about the elementary kids that Kiffin is signing in crayon?

I heard a stat that something like 95% of Mack Brown's verbal commitments actually sign a LOI on signing day. That is simply amazing. Florida has several kids every year that verbally commit, then go elsewhere (for whatever reason).

QUOTE(#7):

Kids change their minds as they get older, and think in terms of what's right for them rather than what they dreamed of as a 10 year old child. And kids who don't get offers from their 1st choice accept whatever the best offer is that they do receive. But no, no one in Texas grows up dreaming of being a Sooner. Including north Texas. I grew up there. The state line was 15 miles away, but it was considered a foreign, hostile land.Zero U has a good program, and they recruit fairly well within the state of Texas. But it's not like playing there has been a kid's dream since elementary school.

Rumor is that Adrian Peterson still wore a longhorns t-shirt around and never stopped being a fan even at OU. He just determined OU gave him the greatest chance at success. I for one am grateful he was able to put aside childhood dreams.

That being said, there are those who grew up in Texas hating the horns, kind of a counter-culture kid. Best one that comes to mind was Bosworth (grew up in Irving).

Man o man does the NCAA hate Mack. First the head coach in waiting thing and now this....

Did the NCAA clamp down on "head coach in waiting" contracts or something?

Actually, they're washable markers, but we understand where you're going with this....

Yeah they are out there and AP went to OU, as you said, to win championships. Oh the irony. Boz was an exception but he also was during the Tx bad decade, OU great decade.

Actually Boz came during a down period. 1983 was the year Switzer almost got fired. Boz came in with others and made it a great decade. Texas was down though. Fred Akers I believe.

Yes. Any coach who is designated as HCIW must follow the same rules as a HC. That means no recruiting visits during the spring evaluation period. It was waived for one year (2010) but starts in 2011 unless it is changed. My understanding it had more to do with Fla schools complaining about the Jimbo Fisher thing than anything else yet in a twist of irony it won't impact him. Only Tx and one other school (maryland?).

Stoops had nothing to do with that rule at all. ;)

Hmmm... NCAA rules change on scholly offers AND a picture of Mack Brown... JRM may be onto something here...

Are there any Aggies on the rules committee? TTechers? SMUers? Houstonians? Baylorites? Corn Huskers?
