As I said, bribery. The "package store" lobby owns the legislature. They had a ballot initiative, but they hired a few police chiefs to apply scare tactics about underage drinking.

Beer, by law, has to go through "distributers." Bud and Coors can't run a truck to the store. They have put in a middleman. Added cost, no value to the consumer, and big profits for somebody who no doubt contributes mightily to the campaign coffers of his favorite Democrat.
