08:15 AM ET 02.07 | It was thought Cuban defector Yoenis Cespedes had jumped all the legal hoops to expedite his route to the majors. Not so fast. Despite establishing temporary residency in the Dominican Republic in late January, Cespedes remains unable to sign a contract with a club because he hasn't been legally cleared by the federal government, Cespedes' agent, Adam Katz, confirmed Sunday. ... According to Katz, Cespedes -- declared a free agent by Major League Baseball on Jan. 25 -- can negotiate and come to terms with a club, but cannot finalize a contract until he is "unblocked" by the Office of Foreign Assets Control. "That's where we are right now," Katz said.
