That is their M.O.

The Redskins have eight picks in the draft. If they don't nab a legit QB in free agency, one of those early picks better be invested in the position.

They really need to make a move to get a franchise QB. I know the draft is a crapshoot especially for QBs, but they are more likely to find that franchise guy in the first than the second. Guys like Drew Brees and Andy Dalton (maybe) are the exception not the rule to 2nd round QBs, you usually find guys like John Beck, Drew Stanton, Kevin Kolb, Pat White, Brian Brohm, Kellen Clemens, Quincy Carter, Marques Tuiasosopo, and on and on and on.

They are doing the same thing as George Costanza did. Whatever your first instinct is, do the opposite.

I forgot the immortal Chad Henne... Beck, White, Henne, should be a law against the Dolphins drafting 2nd round QBs

Course you also find guys who went in the 7th round like Brady, Warner, and Unitas to mention a few

So, the writer thinks they could move up, or down or just stay where they are.
