As for Parker's recruitment, most believe he will choose either Michigan State or Duke, but a source close to the situation said Kansas is a strong contender as well.

Barnes doesn't have a track record of developing star h.s. talent onto the NBA, beyond Durant. One star doesn't make a career.

"As for Parker, most believe he will choose either Michigan State or Duke, but a source close to the situation said Kansas is a strong contender as well.
Parker announced 10 finalists last month: BYU, DePaul, Duke, Florida, Georgetown, Kansas, Kentucky, Michigan State, North Carolina and Stanford.
The plan all along had been to announce his decision in November, but that could change after his father, Sonny Parker, told ESPNChicago.com earlier this week that he could wait until the spring to decide."
This article on Parker is worth nothing.

I think Barnes is a wolf in sheep's clothing.
Yes, he has publicly announced just what you said above, but I think it is a sinister way of attracting elite court talent to Austin. What he says about developing NBA talent is just what elite high school players want to hear. If he gets the best talent, winning and championships will follow, even if that talent is one-and-done. It works for Calipari. Barnes just hasn't been attracting the level of talent that Calipari does. At the opposite end of the spectrum, Coach K develops players to excel at Duke, but then they suck in the NBA. So it is possible for it to work both ways.

Check out this article which ranks Texas as having produced the second best NBA talent (next to UCLA) of any school over the past decade.

Also, with Shane Battier winning a ring with the Heat this season, players from Duke have now won a total of 3 NBA rings. Colleges with the most NBA rings are shown below:
North Carolina 29 (by 14 different players)
UCLA 26
Ohio State 25
San Francisco 25 (more than just Bill Russell!)
Minnesota 18
Kentucky 17

Having a lot of players in the NBA doesn't mean he developed anything.. Kevin Durant could've skipped college altogether and he would still be exactly where he is now.. he's a rare talent. Same for Avery Bradley. There have been some pretty decent players to come out of Texas but giving Barnes credit for them is questionable at best. I don't see anything from him to indicate that he's anything more than above average at any part of his job except recruiting
