What has the world of baseball come to when you have to pay just to have the signing rights to Japanese players.

He's Korean, but the system works the same. The teams own the players, not quite like the MLB did before Curt Flood sued and won, but closer to that model. Also, you know how small market teams feel about the Yankees (and others) just swooping in and taking all their talent, and that is sort of how the Japanese and Koreans feel about the US signing their top players. The teams would rather develop their own players and league, and the fans would like to see the top players at home, so they make it really expensive to acquire players.
