03:19 PM ET 11.14 | The NFL has fined Houston Texans linebacker Tim Dobbins $30,000 for his hit on Jay Cutler last Sunday even though he claimed that Cutler had become a runner after crossing the line of scrimmage. Dobbins received an unnecessary roughness penalty on the hit in the second quarter that eventually forced Cutler to leave the game. Cutler left the game after completing 7-of-14 passes for 40 yards and rushing three times for 37 yards. The Bears fell to the Texans, 13-6, which snapped Chicago's six-game winning streak.

I think the referees and the NFL may possibly know the rules better than you do...so you were correct with the first ten words.

I'm sure if you sent a pleasantly-worded letter to the commish, voicing your displeasure to this, he'd give it his full consideration.
Apparently Texans fans are the only people surprised by this.

Any player who injures another should have to sit out until the injured player returns. Dobbins should have been ejected immediately and not allowed to dress for a game until Cutler recovers enough to resume playing. I would bet that the number of serious injuries would drop significantly if this policy were adopted.

I would like the NFL next year, to come up with an incidental contact helmit to helmit rule and make it just a 5 yard or no penalty. I've seen a lot of incidents when both parties come together and its not necessarily the defensive guy trying to do damage. Unfortunately the refs have been told, you throw the flag and its a 15 yarder.
