By far the best defensive centerfielder, base stealer, and leadoff hitter of the remaining group is Michael Bourn, and the Phillies have expressed interest in him. Amaro has often said that he believes pitching and defense are the two most important areas for the Phillies, and he is particularly fixated on the up-the-middle defense. ... What makes Bourn's situation most compelling is that the Washington Nationals also have an interest in the centerfielder. It would be difficult for the Phillies, a team that has set the market at other positions in recent off-seasons, to watch the two division rivals that finished ahead of them sign Upton and Bourn.

My thought too. Maybe because if the other kids are getting a new CF that (might) make their team better, bringing back the same old CF would be disappointing?

I believe it is because Victorino wants a 5 year deal, and the Phillies aren't willing to stretch that far for him.

Upton wanted to have a chance to win soon. He therefore passed on the aging/rebuilding Phillies.

they should let Bourne walk. I think Amaro wanted the Braves to overpay for Upton and someone will definitely overpay for Bourne. Pagan for a few years or Victorino short term and go after a trade for a left fielder or third baseman. This is not the year to dish out big money on centerfielders. Those guys are all overrated. Spend wisely.

Another T&R posted by Scott Boras. "Sweepstakes?" Bourn is a lifetime .272 batter. He averages 2 home runs a season. He gets caught stealing 1 out of 4 times. For this Boras wants six years and $100 million.
