Shorts still not cleared

12:30 PM ET 12.07 | Jacksonville Jaguars WR Cecil Shorts III (concussion) was held out of practice again on Friday. It's the third straight day he has not practiced, meaning he will not play the Jets in Week 14. Shorts passed the concussion tests earlier in the week but has still not been cleared to practice. Expect the Jaguars to officially rule him out later. Kevin Elliot and Jordan Shipley could split time in the starting spot opposite Justin Blackmon.
