when the team has too many starters, that doesn't mean they wouldn't need them in the mid-season its always good to have a extra starter regardless of how much pitching you do have...

Yeah, nice position to be in. They can ask for offers, and consider carefully, knowing it would not be a bad thing at all to go into the season with an extra starter.
