09:08 AM ET 07.13 | With the Marlins' payroll now $34 million, owner Jeffrey Loria declined to answer when asked whether he would start spending more in free agency when he believes the team is ready to contend. An associate of Loria said that decision hasn't been made and would depend on what's available and team revenues. This will help: Beginning in 2014, each team will make $57 million in national TV revenue, compared with $26 million now.

in Bob Costa's book Fair Ball copy written in 2000 seemed to have some prophetic ideas. In his book he suggested moving a national league team to AL setting up 15 teams in both league. this would set up a continual interleague series throughout the season. Another idea was to set up a salary cap as well as a salary floor. Any teams receiving luxury tax money must put that money in team payroll whether to sign contracts to keep top players or to compete to sign free agents or compete to acquire players through trades. Not in pockets of owners.

Because he wants to sign ballplayers, not agents, free or not.

Of course he's mum. He's not going to come out and say he won't sign high end free agents. Nobody would show up to games if he... oh.
