They put the tarps up because they have 80k seats and half the games were blacked out. They now have a capacity of appx 68k and sellout every game. Check out the attendance number. Jacksonville is on par with Pittsburgh and Chicago. The NFL isn't going to allow a team to move that is in an expanding market like Jacksonville. It is one of the fastest growing cities in the country.

Jacksonville is an easy team to throw out there but it isn't happening. They draw 60k+ for every game and the market is growing every year. The NFL isn't going to let a team move out of an expanding market like that.
