The guy is clearly regressing and needs a change of scenery. If he can't produce anymore in the best pitcher's park in the league, what makes you think he'll be lights out in bandboxes like Yankee Stadium? I think Lincecum in the bullpen is a sign of things to come. Either he can be a middling end of the rotation guy who walks and stikes a lot of batters out. Or he can move to the bullpen where he can be potentially devastating in short outings at the end of games.
