Stadium Authority is a five member panel, three appointed by Governor and two appointed by Mnpls Mayor. They they say no PSL's then no PSL's. However you look at the PSL's they are a fact of life in the new NFL, and it was not expressly forbidden in the legislation. For Dayton to come back now and try to claim he didn't know it was there is a ploy. On of the AM1500 guys has funding graphs from the public information that included PSL's as a funding mechanism. Great job of playing politics Governor Dayton; Bad job of doing your job and not actually reading the bill you signed.
