Mattingly couldn't be more wrong. It's analogous to saying a pitcher who hurts a batter via a hit-pitch must not play until the batter can play again...to his prior level, perhaps. It's a slippery slope. The broken collar bone was a freak accident. Don't hit the batter (for the third time no less) and no one is charging the mound. I think the only way to end this kind of stuff is to make the penalties for hitting a batter (with a non-strike pitch) much greater. As it's impossible to determine intent, there should be no "accidental" hits. Plus, a hit to the shoulders or higher should carry even greater penalties. If the batters are not protected adequately by the rules of the game, they must continue to protect themselves.
