With Chang seeking only a stadium then it opens up a bigger pool of locations (i.e. less land needed more options) throughout the area. Chang also might not have to seek public funding because it would be a smaller project, in the chance that he does seek public funding then it would be for a smaller chunk making the stadium more attractive to local governments.
And united has already tried to look at sites in NVA a few years ago but got shot down because of local opposition complaining about traffic and the lights. Plus taxes would be ridiculous in VA. I would love for them to have a site in Alexandria or Arlington but I just don't see it happening.
