SF could realistically afford both players and fit them within the cap ... for 2013. The problem is, the future money both are going to want and will eventually get.
Jackson is a slimmed down version of JaMarcus Russell. He has a big-time arm, but he can't can't hit a target - especially when he's on the run He can't read a defense if his job depended on it. He takes waaay too many sacks. Needs to throw the ball away more often - or run faster. I think the game at the NFL level is just too fast for him to decipher and improvise like a good QB can.
Bruce Irvin is ready and more than able to replace him - I do wish Clemons a speedy recovery though. He's a ~beast~ and the reason why they're not starting Irvin in the first place
Carroll has done well in adding depth at most positions. Irvin contributed a sack and a tipped pass after replacing Clemons. Although Clemons will be missed, Irvin is a most viable replacement.
