The problem with replay is that control stays on the field. The referee reviewed something and then after the decision had been made on what was reviewed, conferred with the other officials and erroneously ended up with the wrong call. Once a decision to review a call is made, the outcome (or outcomes if there is a penalty to be accepted/declined) should be decided by the officials in the replay booth. They have access to better screens to view the play and to the rulebook.
