Salty is an interesting playerplayer, but his height is a concern for catching and since he is only 23 his weight will increase just through normal maturation. He's mighty big and that normally does not trend toward being a fixture behind the plate for a decade or so.

The Rangers need pitching. Badly. The packages that were rumored at the time of the winter meetings featured some very solid Red Sox prospects but the Rangers were hung up on Bucholz.

Salty is a very good prospect, but maybe not a great one. The jury looks in on Bucholz though and most would rank him higher than Salty.

I'll agree that Selig could not just start demanding testing, because the union had a basic agreement negotiated with the owners, and approved by the owners. It's not a vacuum you know, where the players just tell the owners what is going to happen. It's agreed to by both parties, every single clause...

As to what Bud could have done, there actually were many things he could do. He had the authority to ban any outside trainer involved with players he deemed suspicious from MLB properties. He had a security department at his disposal with links to the police authorities in every MLB city and could have used those connections to ferret out any player involved with illegally obtained prescription drugs. He could have called a general meeting of MLB owners and informed them to get their houses in order, now and could have done that at any time. Lastly, he could have announced that any player caught using any illegal drugs would be banned for life under his authority to do so for the best interest of baseball. He could also have informed the union that any case involving any player banned will be conducted in full view of the public and tell the union that full public disclosure concerning dirty players will be the standard operating procedure of MLB and that MLB will be cooperating fully with law enforcement authorities to have players involved with illegal drugs prosecuted in the criminal courts.

Could he order unilateral testing? No, but he sure had plenty of options available and it's wrong to just say his hands were tied and give him a pass.
