Wiseup: If Miami doesn't have the top pick, then they can't just "pry some bucks" to get Gray. He isn't a free agent. Also, it doesn;t matter if Houston has "the available payroll to draft and sign gray." Baseball doesn't have a salary cap, as displayed by New York, Boston, and LA in recent years. There is, however, a slotting structure for the draft which states how much $$$ each pick is worth, and if you go over it, then you end up paying luxury taxes and/or relinquishing picks.
