The Bears are easily up there - at least they were until they traded Jamar Williams to the Panthers when the Panthers were just about to cut Chris Harris. But Lance Briggs, Urlacher and Pisa don't have any equals among the 4-3 teams. When you add in the guys in front of them I'd argue that the Bears have the best front 7 in football (amongst 4-3 teams anyway). Tommie Harris is back close to his best by all accounts.
