Quick release pocket awareness good footwork & mechanics(which goes hand in hand with accuracy)and Football intelligence are far more important than arm strength and size but arm strength can get you out of trouble and the stronger your arm the more open your receivers are as the defenders have less recovery time

Today yes, but in 2-3 years Bortles with good coaching and a toolbox to go with the tools will be far better than BridgeH20. Brees had a very good arm he was downgraded cause of height. Brady once upon a time had a decent arm not great but decent and also a quick release. Flutie had to go to Canada for 6 or so years to get a chance to start and even then he was never a clear cut #1 and what did he win in the NFL anyways
